Assumptions
Most stump grinding services quote by the diameter inch measured at ground level. The grinder actually removes wood a few inches beyond the visible trunk because the root flare widens out under the soil, so quotes usually multiply the visible diameter by a factor of 1.2 to 1.3 to reflect the real grinding width. Small stumps trigger a minimum charge that covers mobilization and setup.
Six to eight inches below grade is enough if the spot will become lawn or a garden bed. Twelve inches or more is standard if you plan to plant a new tree, pour concrete, or lay pavers. Deeper grinding takes longer and produces more mulch, which usually raises the price.
A medium stump produces several wheelbarrows of coarse mulch. It is fine for the base of shrubs or the back of a bed, but it should not be used as topsoil because it settles as it decomposes and can tie up nitrogen in the first season. Ask whether the crew will haul the mulch away; hauling is usually an add-on.
